           उन्नीस्वी सदी के इंग्लैंड में जब सामुदायिक जमीनों पर बाड़ा बंदी हो रही थी और उन्हें निजी स्वामित्व में सौंपा जा रहा था, उस वक़्त, इंग्लैंड के लोककवियों  ने कॉमन्स पर कई गीत रचे।  "The Goose and the Common" ऐसी ही एक कालजयी रचना है।   कबीर के  दोहों की तरह इस कविता पर भी सबका हक़ है।              The Goose and the Common The law locks up the man or woman.                                                                               Who steals the goose from off the common But leaves the greater villain loose Who steals the common from the goose.   एक गाँव के छोटे से प्रयोग ने क्या दिखाया** (ध्वनि, धीरेश, सुहास, कीर्तन, राजेश, उमेश, रामकुमार और FES की बिछिया टीम को 2019 में किये इस प्रयोग के लिए आभार) विकास की दुनिया में “भागीदारी” शब्द बहुत चलता है। हर संस्था कहती है कि वे लोगों को साथ लेकर काम करती हैं । लेकिन क्या सच में लोगों की भागीदारी से उनकी सोच और हालात बदलते हैं? या यह बस एक औपचारिक तरीका बन गया है, जिसमें असली समस्याएँ वही की वही रहती हैं? इस सवाल को समझने के लिए दो बड़े विचारकों को याद करना जरूरी है—गांधी और पाउलो फ्रेरे। गांधी ने ऐसे समाज की कल्पना की थी जहाँ लोग खुद अपने फैसले लें। उन्होंने इस तरह भागीदारी के "क्या" का उत्तर देने का प्रयास किया। जबकि फ्रेरे ने बताया कि यह "कैसे" होगा—बातचीत करके साथ में सीखने  से, मुद्दों की पैनी समझ बढ़ाने से और सही सवाल पूछने से जिससे शोषक  व्यवस्था  में सुधार किया जा सके । ये दोनों मिलकर बताते हैं कि असली भागीदारी सिर्फ बैठकों में लोगों को बुलाने से ज्यादा है। यह लोगों को यह समझने का मौका देती है कि उनके जीवन पर कौन-सी ताकतें असर डाल रही हैं। पाउलो फ्रेरे...
